21st Seminar of China International Finance 30 Forum

On September 20, 2025, the 21st Seminar of China International Finance 30 Forum was grandly held in Shanghai, themed "Implementing Central Policies and Accelerating the Construction of Shanghai as an International Financial Center." The forum was hosted by the China International Finance 30 Forum and the Shanghai International Economic Exchange Center, and co-organized by the SDRF and the School of Finance and Management at Shanghai University of International Business and Economics.

At the opening ceremony, Mr. Zhou Hanmin, Member of the Standing Committee of the National Committee of the Chinese People's Political Consultative Conference and President of the Shanghai Public Diplomacy Association, delivered a speech titled "Strengthening Financial Supervision, Filling Financial Governance Deficits, and Contributing to the Construction of a Financial Powerhouse." Subsequently, Mr. Zhou Yanli, former Vice Chairman of the China Insurance Regulatory Commission, delivered a keynote speech entitled "Strengthening Financial Supervision, Filling Financial Governance Deficits, and Contributing to the Construction of a Financial Powerhouse."

Five experts spoke on "Special Topic 1: Interaction between International Financial Centers and Science and Technology Innovation Centers." The panelists included Weng Jiyi, Founding Partner of Ivy Capital, on "The Value and Significance of a Flexible and Resilient Capital Market System for the Science and Technology Innovation Ecosystem"; Wu Qidi, Director of Yuanda Information Securities Research Institute, on "The Capital Market's Support for Technological Innovation and the Development of New Productivity"; Wu Xinru, Professor of Finance at East China Normal University, on "The Support of the Science and Technology Innovation Board IPOs for Shanghai's Strategic Emerging Industries Based on Listing Data"; Gao Feng, Former Chairman of Deutsche Bank (China), on "Building a Soft Environment for the Coordinated Development of Finance and Science and Technology Innovation Centers"; and Lu Jue, President of Shanghai Science and Technology Innovation Bank, on "International Opportunities for Financial and Science and Technology Innovation Centers." The panel was moderated by Mr. Qiao Yide, Vice Chairman and Secretary-General of SDRF and Executive Director of the China International Finance 30 Forum. Following their speeches, Secretary-General Qiao engaged in an interactive session with the panelists.

Five experts spoke on "Topic 2: High-Level Financial Opening and a Global RMB Asset Management Center." The panelists were Tang Xijun, Deputy General Manager of the Strategy Department of the Cross-Border Clearing Corporation, on "Promoting Cross-Border RMB Payments and Boosting Economic Globalization"; Yang Wen, President of SWIFT North Asia, on "SWIFT's Insights and Initiatives on Facilitating the Global Use of the RMB"; Deng Zhichao, Deputy Secretary-General of the Shanghai Economic Society, on "The Necessity and Path to Building an Offshore Financial System in Shanghai"; Zhu Chengbei, Deputy General Manager of the Shanghai Pilot Free Trade Zone Branch of Shanghai Pudong Development Bank, on "Utilizing FT Accounts to Promote the Development of a Global RMB Asset Management Center"; and Xu Mingqi, Vice Chairman of the Shanghai Center for International Economics, on "New Challenges and Responses Facing Cross-Border Finance and Cross-Border Capital Flow Management." The moderator was Mr. Zhang Yun, Dean of the School of Finance and Management at the Shanghai University of International Business and Economics. The experts then answered questions from the host and guests.

In "Special Topic 3: Building a Bridgehead for Enterprises Going Global: Report Release," Kan Mingfang, a researcher at sDRF, first presented SDRF's research report, "New Trends in Chinese Enterprises Going Global: Significance, Opportunities, and Challenges." Four experts then spoke: Zhang Juan, Deputy Director of the Shanghai Open Strategy Research Center, on "How Services Accompany Global Expansion?"; He Zhiren, Assistant Research Fellow at the Institute of International Economics and Trade Innovation and Governance at the Shanghai University of International Business and Economics, on "Financial Demands of 'Going Global' Enterprises and Challenges on the Domestic Financial Supply Side"; Luo Ting, Director of the Lingang "Going Global" Platform Cooperation Office, on "Lingang New Area Supports Chinese Enterprises' Global Expansion Practices"; and Liu Zhiyong, General Manager of Government Affairs and Public Policy for Greater China at PayPal, on "Observations and Reflections on Cross-border Payments Empowering Chinese E-commerce Companies' Global Expansion." The moderator was Mr. Xu Mingqi, Vice Chairman of the Shanghai Center for International Economics.
